Summary

Compensation for American Victims of Palestine Liberation Organization Terrorism Act - Directs the President to report to the Congress concerning Palestine Liberation Organization (PLO) terrorism against Americans. Amends the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1988 to require the termination of any negotiations with or recognition of the PLO on January 1, 1990, unless the President certifies that the PLO has provided a plan to provide compensation to all American victims of terrorism carried out by the PLO or any of its factions.
