Deduplication

The same expenditure can appear up to three times — as a raw electronic-filing row, as a 24/48-hour notice (Form 24 / Form 5), and re-itemized later in a committee's regular periodic report (Form 3X), with amendments adding further copies. To avoid overstating totals, amendment chains are collapsed; then, per committee, the authoritative ledger keeps non-notice rows disseminated on or before the coverage-end date of the committee's latest filed regular report, plus notice rows disseminated after that date. A notice is discarded only when the committee's re-itemized report rows are actually present in the FEC file; otherwise it is kept, so spending never disappears because the FEC has not yet processed a report. Memo entries are excluded from all sums.

Attribution rule (three candidates)

This was a three-candidate primary, so the two-way rule used on VoteLog's Michigan and Minnesota pages — spending against one candidate benefits the other — cannot be applied: money spent against one candidate cannot be assigned to either of two rivals without guessing. On this page, benefiting a candidate = independent expenditures supporting that candidate. Electioneering communications and communication costs, if any, are listed separately in §7.12 and are not added to these totals. Spending against a candidate is reported against that candidate, summed for the race, and never credited to anyone. Consequences: the per-candidate grand totals in §7.1 are lower than a two-way accounting would produce; the "all money deployed" figure is campaign spending plus all outside spending in both directions; and §7.3/§7.4 show a For and an Against column for each candidate so every dollar appears exactly once. The rule applies to spending disseminated on or before primary day; see the scope note below.

Scope: primary only

This page covers the Democratic primary, held March 17, 2026. No independent expenditures disseminated after primary day were found in the filings processed through September 15, 2026; any that appear later will be excluded from the tables above and listed in the §7.15 appendix.

Disclosure gaps

  • Campaign finances (§7.1, §7.6) run through June 30, 2026, after the March 17 primary, and therefore include post-primary receipts and disbursements — for Stratton, the nominee, that is general-election activity; the FEC candidate summary file is cycle-to-date and does not separate primary-period activity. Each later quarterly report extends these figures further. Outside spending (§7.3–§7.4, §7.11) is cut at primary day, so the two are on different clocks.
  • Super PAC donor lists run through each committee's latest filed report (per-committee cutoffs below). Monthly filers (Fairshake, The Impact Fund and Protect Progress) disclose about 20 days after each month ends; quarterly filers (Illinois Future PAC, DLGA (Democratic Lt. Governors Assn.) and Illinois Against MAGA) disclose on the quarterly schedule (April 15, July 15, October 15, January 31); Progressive Values Illinois has filed a termination report, so its donor list is final.
  • Money routed to a super PAC through a nonprofit that is not required to disclose its own donors cannot be traced further than the nonprofit's name.
  • Committees that report independent expenditures only on their regular reports never appear in the FEC independent-expenditure file; their rows are added from the committee-to-candidate file (§7.8 reconciliation) and carry the committee's report date rather than a dissemination date.

No independent expenditures disseminated after the March 17, 2026 primary appear in the FEC independent-expenditure file or the 24/48-hour notices processed through September 15, 2026. Any filed later will be listed here, in full, outside the primary totals above. Separately, the FEC committee-to-candidate file carries $139,513 of independent-expenditure line items with a payment date after primary day (Fairshake against Stratton: $134,314; Protect Progress against Stratton: $5,199) that do not appear in the IE file — a regular report can carry an invoice paid after the election for spending already disseminated. They are itemized in the §7.8 reconciliation and are in no total on this page.
