7.8 PACs giving directly to each campaign
Mariannette Miller-Meeks (R)
Christina Bohannan (D)
Cash and in-kind contributions from PACs and other political committees to each campaign, cycle-to-date (FEC transaction types 24K and 24Z in the committee-to-candidate bulk file, memo entries excluded). The candidate's own authorized committees are left out — their transfers are the "transfers from authorized committees" line in §7.6. Independent expenditures (types 24A/24E) are never counted here; they appear only in the §7.3 ledger.
Also in this FEC file, shown elsewhere on this page
- $1,146,582 of independent expenditures (types 24E for, 24A against) — outside spending: rows disseminated after primary day are in the §7.3 ledger and the totals above, primary-period rows are in the §7.15 appendix. $14,834 of it, from 6 committee(s) that report IEs only on their regular reports and never appear in the FEC independent-expenditure file, was added from this file so it is not lost ($1,387 in the general-election ledger and totals; $13,447 in the §7.15 appendix (primary period)).
- $788,358 of coordinated party expenditures (type 24C) — listed in the coordinated-party table below.

Spending by a party committee made in coordination with the campaign (FEC transaction type 24C). It is neither a contribution to the campaign nor independent spending, so it is shown on its own line and is not included in any total above.

No AIPAC PAC earmarks to this campaign in the filings processed for this snapshot.
Both campaigns are checked the same way against AIPAC PAC's own itemized receipts (each earmark names the recipient committee). AIPAC PAC reports disclosed through October 14, 2026. This is an overlay statistic showing the conduit path of money already counted in §7.6 receipts; it is not added to any other total. AIPAC PAC contributions earmarked to a candidate pass through the traditional PAC as a conduit. ActBlue is a payment processor, mechanically different from an ideological bundler; no ActBlue conduit activity was observed in the current filings.
7.9b AIPAC PAC-network donors among itemized contributors
Cross-match computed October 23, 2026, 9:23 AM ET.
Mariannette Miller-Meeks (R)
- Match tier: name + ZIP 72 donors ($145,278); name + state only 4 donors ($13,500). 34 matched donors list the identical specific employer on both sides (entries such as Retired, Self-employed or Not employed do not count as an employer match).
- Residence: IA 2 donors ($10,500); out of state 74 donors ($148,278).
- No negative Schedule A adjustment lines in these reports. Refunds to individuals ($143,341 cycle-to-date, per the FEC candidate summary) are not netted.
- Not compared: $1,854,756 that reached the campaign as transfers from joint fundraising or other authorized committees (Schedule A line 12, per the FEC candidate summary). The individuals behind those transfers are reported as memo entries and are outside this comparison.
- Itemized receipts through June 30, 2026 (C00558825: 7,626 itemized lines).

What this measures: donor overlap, not direction. Each nominee's itemized individual receipts (Schedule A, individuals only, memo entries excluded, net of the negative adjustment lines campaigns file to reverse excessive contributions) are compared with the people named in AIPAC PAC's own regular reports from January 1, 2023 through October 14, 2026 (46 reports, 98,937 individual receipt lines, 18,794 distinct donors — direct PAC contributions and earmarks to any candidate alike). Donors are grouped, and chargebacks netted, at the level of surname + first given name + ZIP code on both sides; a donor matches when that ZIP-level identity appears in both ("name + ZIP"). Only when it does not is a weaker fallback tried: the same surname and first name anywhere in the same state, compared against the combined receipts of everyone with that name in the state ("name + state" — several people can share a name, so this tier is reported separately). Both nominees are run through the identical procedure, so the opponent's block shows what the same method yields on the other donor list; it is a comparison, not a measured error rate. A match shows that a person who gave to this campaign also gave to or through AIPAC PAC; it does not show that AIPAC PAC raised, hosted or directed the contribution, which FEC data cannot establish (see the §7.9 earmark blocks for money that verifiably passed through the PAC). Only contributions itemized by the campaign ($200+ aggregate) can be matched; unitemized receipts are invisible to this method, and so are donors whose money arrived as a joint-fundraising-committee transfer (each block states that amount). Every matched donor is in the matched-donor CSV. Method note.

Every cycle-to-date row naming either nominee, dated so primary-period and general-election items can be told apart; these are not independent expenditures and are not added into any total above.
Key facts and questions
As of October 23, 2026, $32.6 million ($32,577,775) has been spent in Iowa's 1st District 2026 U.S. House race between Mariannette Miller-Meeks (R) and Christina Bohannan (D), according to Federal Election Commission filings compiled by VoteLog: $15,676,865 by the campaigns themselves (cycle-to-date spending) and $16,900,910 in independent expenditures by outside groups disseminated after the June 2, 2026 primaries (the general-election window). Outside money benefiting each candidate: Miller-Meeks $6,924,440 and Bohannan $9,976,470. The largest outside spender is CLF ($5,058,094, all opposing Bohannan). Bohannan's campaign has raised more: $9,905,570 to Miller-Meeks' $9,101,898 (FEC reports through October 14, 2026).
- How much money has been spent in the Iowa 1st District 2026 House race?
- $32.6 million ($32,577,775) as of October 23, 2026: $15,676,865 spent by the campaigns (cycle-to-date, as reported to the FEC) plus $16,900,910 of independent expenditures by outside groups disseminated after the June 2, 2026 primaries (the general-election window). Per candidate (campaign spending + outside money benefiting them): Miller-Meeks $14,699,364 and Bohannan $17,878,411.
- Who has raised more money, Miller-Meeks or Bohannan?
- Mariannette Miller-Meeks (R): $9,101,898 raised, $7,774,924 spent, $1,700,717 cash on hand (report through October 14, 2026). Christina Bohannan (D): $9,905,570 raised, $7,901,941 spent, $2,110,846 cash on hand (report through October 14, 2026).
- How much outside and super PAC money is there in the Iowa 1st District 2026 House race, and who benefits?
- $16,900,910 of independent expenditures disseminated after the June 2, 2026 primaries (the general-election window): $6,924,440 benefiting Miller-Meeks ($1,023,932 supporting Miller-Meeks, $7,312,796 opposing Miller-Meeks) and $9,976,470 benefiting Bohannan ($2,663,674 supporting Bohannan, $5,900,508 opposing Bohannan). "Benefiting" a candidate means independent expenditures supporting that candidate plus those opposing the opponent. The Iowa 1st District general election has a third funded candidate, independent Michael Bridgford. The two-way tables on this page cover Mariannette Miller-Meeks and Christina Bohannan, the two candidates with the most money deployed for and against them; spending that opposes one of them is credited to the other even though some of it may have been intended to help independent Michael Bridgford. Every expenditure that named independent Michael Bridgford is listed, row by row, under excludedOtherTargets in the full snapshot JSON (§7.13) and summarized in the note below. Largest outside spenders: 1) CLF ($5,058,094, all opposing Bohannan); 2) Everytown For Gun Safety Victory Fund (Everytown Victory Fund) ($3,454,912: $2,002,331 opposing Miller-Meeks, $1,452,581 supporting Bohannan); 3) SD 2026 ($1,621,515, all opposing Miller-Meeks).
- Is AIPAC spending money in the Iowa 1st District 2026 House race?
- United Democracy Project (UDP), AIPAC's super PAC, reported no general-election independent expenditures in the Iowa 1st District 2026 House race in the filings processed through October 23, 2026. Contributions earmarked through AIPAC PAC (its traditional PAC, acting as a conduit): $139,338 to Miller-Meeks and $0 to Bohannan, per AIPAC PAC reports through October 14, 2026. Earmarks are an overlay on money already counted in each campaign's receipts, not an addition to any total.
- Where does this data come from, and how current is it?
- Every figure comes from Federal Election Commission filings — the FEC bulk files (independent expenditures, candidate and committee summaries, committee-to-candidate contributions, operating expenditures, individual contributions) and the committees' own reports — compiled by VoteLog with no estimates. As of October 23, 2026: independent expenditures are current through October 21, 2026 (filings processed through October 23, 2026); campaign finances through October 14, 2026. The page is refreshed on a schedule through Election Day, November 3, 2026. The row-by-row ledger and the full snapshot are downloadable from the page.

Deduplication
The same expenditure can appear up to three times — as a raw electronic-filing row, as a 24/48-hour notice (Form 24 / Form 5), and re-itemized later in a committee's regular periodic report (Form 3X), with amendments adding further copies. To avoid overstating totals, amendment chains are collapsed; then, per committee, the authoritative ledger keeps non-notice rows disseminated on or before the coverage-end date of the committee's latest filed regular report, plus notice rows disseminated after that date. Memo entries are excluded from all sums.
Attribution rule
Spending that opposes one candidate is counted as benefiting the other. Benefiting a candidate = independent expenditures supporting that candidate + independent expenditures opposing the opponent. Electioneering communications and communication costs are listed separately in §7.12 and are not added to these totals. The rule applies only to spending disseminated after primary day, once both nominees were set; see the scope note below.
FEC-reported expenditures only — no ad-tracker reservations included.
Donor-network cross-match (§7.9b)
Computed October 23, 2026, 9:23 AM ET. Identity key: surname letters (suffixes such as Jr./III dropped) plus the first given-name token (honorifics dropped), then ZIP5 (preferred) or state. Nominee side: the FEC's processed individual-contribution file for the 2026 cycle (every authorized committee's Schedule A individual lines as itemized on its regular Form 3 reports; memo entries and non-individual entities excluded; the FEC's processed data reflects the latest amendment of each report). Network side: AIPAC PAC's regular Form 3X reports covering January 1, 2023 through October 14, 2026 (46 reports, 18,794 distinct donor identities), including earmarks to every candidate and direct PAC contributions. Result: Mariannette Miller-Meeks (R) 76 matched donors, $158,778 (7.9% of itemized individual receipts through June 30, 2026); Christina Bohannan (D) 20 matched donors, $46,038 (1.0% of itemized individual receipts through June 30, 2026). Reading: an overlap of donors, reported as a descriptive statistic and kept out of every total. It is not evidence that AIPAC PAC solicited or bundled the money — the FEC record shows conduit passage only through the earmarks in §7.9 and through lobbyist-bundler reports (Form 3L; none filed by Mariannette Miller-Meeks's committees; Christina Bohannan's committees have filed 4 such reports). Known limits: common names in the same ZIP can collide (the opponent's block is the empirical control); donors who list different name spellings or addresses on the two sides are missed; unitemized contributions cannot be matched; amounts are net of negative Schedule A adjustment lines but refunds disbursed on Schedule B, where present, are not netted.
Independent expenditures that named other Iowa 1st District U.S. House candidates this cycle — candidates eliminated in or absent from the June 2, 2026 primaries, or running outside the two-way matchup: Michael Bridgford (6 rows, $158,561) — are not attributable under the two-way rule. 6 expenditure(s) totaling $158,561 that targeted only them are excluded from the two-way accounting above; they are itemized, row by row, under excludedOtherTargets in the full snapshot JSON (§7.13).
Scope: general election only
This page covers the general election, November 3, 2026, between the two nominees set by the June 2, 2026 primaries. Independent expenditures naming either nominee but disseminated on or before primary day — 39 filing row(s) totaling $330,246 as of October 23, 2026 — are primary-period spending: they are kept out of the general-election totals and two-way tables and are not credited to either nominee (before primary day each was running against different opponents, so "opposing one benefits the other" does not hold). Largest primary-period spenders: Invest In Tomorrow Coalition PAC $125,000 (supporting Miller-Meeks); LCV Victory Fund $90,667 (supporting Bohannan); Healthcare Freedom Super PAC $49,300 (supporting Miller-Meeks). They are listed by committee in the appendix at the bottom of this page (§7.15), and every row is in the primary-period ledger CSV (and under prePrimary in the full snapshot JSON, §7.13). The general-election window has no upper cutoff: everything disseminated after primary day counts, through election day and any post-election filings. Date basis: 186 row(s) totaling $103,462 carry no dissemination date in the FEC file and are placed by their expenditure or transaction date instead (161 row(s), $90,015, fall after primary day; 25 row(s), $13,447, on or before it). Within 7 days of primary day, where that substitution could change the side of the cut: 1 row(s) under $1,000 totaling $14 (1 after primary day, 0 on or before it). Every ledger row states its date basis in the CSV (date_basis column).
Disclosure gaps
- Campaign finances (§7.1 Raised / Spent / Cash on hand, §7.6, §7.7, §7.8) are each principal committee's cycle-to-date totals through October 14, 2026: the FEC candidate summary file does not separate primary-period from general-election receipts and disbursements, so those figures include the primaries. Activity after October 14, 2026 first appears in the December 3 post-general report, covering through November 23.
- Super PAC donor lists run through each committee's latest filed report (per-committee cutoffs below). Monthly filers (Everytown For Gun Safety Victory Fund, 314 Action Fund, Ab PAC, Americans for Prosperity Action, LCV Victory Fund, HMP, No Going Back PAC Inc., American Association Of Nurse Anesthetists Separate Segregated Fund, J Street Action Fund, NRDC Action Votes, Center Forward Initiative Inc) disclose about 20 days after each month ends; quarterly filers (CLF, SD 2026, One For All Committee, America PAC) filed October 15 quarterly reports covering through September 30, then a pre-general report due October 22 covering through October 14; the cutoffs below show whether each has been processed. Independent expenditures themselves are reported within 24 or 48 hours and are current well ahead of the donor lists.
- National committees (Ab PAC, America PAC, Americans for Prosperity Action, Cffe PAC, Clearpath Action Fund, Inc., CLF, Edw Action Fund, Everytown For Gun Safety Victory Fund, Food And Water Action, The Guardian Super PAC, HMP, J Street Action Fund, LCV Victory Fund, MAGA Inc., Momsrising Together, No Going Back PAC Inc., NRA Victory Fund, Inc., NRDC Action Votes, National Association Of Realtors Political Action Committee, Neighbor Voices PAC, One For All Committee, Progressive Turnout Project, SD 2026, Voters Of Tomorrow PAC, Welcomepac, Women Speak Out PAC, Your Community PAC, Planned Parenthood Votes, Field Team 6, Inc., Invest In Tomorrow Coalition PAC, NRRC, Activate America, Senate Leadership Fund, WinSenate, Defend The Vote, United Democracy Project) raise for many races; their donor tables are cycle-wide, all races, and cannot be attributed to Iowa 1st District specifically.

Independent expenditures naming Mariannette Miller-Meeks or Christina Bohannan and disseminated on or before the June 2, 2026 primaries, from filings processed through October 23, 2026 (39 filing rows; every row is in the primary-period ledger CSV and under prePrimary in the full snapshot JSON, §7.13). This is primary-period money: it is listed in full here but is not added to the general-election totals above and is not credited to either nominee, because "opposing one candidate benefits the other" only holds once both are on the same ballot — before primary day each nominee was running against different opponents. Scope note.
