Prohibits assistance to the Palestinian Authority (PA) from being obligated or expended if the President certifies to Congress that the PA has unilaterally declared a Palestinian state.
The bill blocks all US financial assistance to the Palestinian Authority if the President confirms that the PA has declared a Palestinian state without negotiating a deal with Israel first. Once aid is frozen, it stays frozen unless the President formally notifies Congress that the PA has reversed course.
