Establishes U.S. policy that UNRWA (the UN agency serving Palestinian refugees) should be shut down completely, with its services transferred to a different UN agency. Directs the President to push other countries to support this shutdown and to remove any UNRWA offices in the U.S. Bars all federal funding to UNRWA and makes support for UNRWA shutdown a condition for any country receiving U.S. aid.
UNRWA provides education, healthcare, and food aid to millions of Palestinian refugees in Gaza, West Bank, Jordan, Lebanon, and Syria. This bill would eliminate that agency and redirect its functions to UNHCR, which currently operates at much smaller scale in those regions—a transition that could significantly disrupt services. It also leverages U.S. aid as leverage to press allied nations to support the policy.
