Establishes Fort Ontario Holocaust Refugee Shelter National Historical Park in New York as a unit of the National Park System to preserve the history of 982 World War II refugees housed there from 1944–1946. The Interior Secretary can acquire land through donation, purchase, or exchange (state-owned land only by donation) and must develop a management plan within three years. The park won't officially open until sufficient land is acquired to form a functional unit.
