This bill prohibits U.S. military aid to Israel from being used to support detention of Palestinian children in military courts, demolition or seizure of Palestinian homes and property in the West Bank, or annexation of Palestinian territory. It requires the State Department to certify annually that Israel is not using American funds for these activities, or to report in detail any violations.
This is the first legislative attempt to attach human rights conditions to U.S. military assistance to Israel, directly restricting how aid dollars can be spent. If enacted, it would tie ongoing funding to Israeli government compliance with specified practices — a significant shift from unconditional aid flows.
