The bill requires the Secretary of State to certify within 30 days that oversight systems are in place to ensure Gaza's civilian population receives adequate food aid—three meals daily for children, two for adults. The State Department must coordinate with the UN, aid organizations, Israel, and Palestinian representatives; submit written descriptions of food distribution oversight; and report publicly on aid amounts, beneficiaries, donors, and distribution methods. The Secretary must also promptly report to Congress each instance of food aid being blocked from entering Gaza or diverted/misused there.
This bill sets a concrete minimum standard for humanitarian food access to Gaza and creates reporting requirements that could expose blockages or diversions of aid. It represents an effort to establish measurable accountability for food assistance to civilian populations in an active conflict zone.
